The INOTC meeting in on the 9th of February. Our speaker John Blanchfeild Retired Chief Engineer Norfolk Southern Corporation. He will be enlightening the group about invention and engineering from
the Train industry and what it takes to move things into the market.
John H. Blanchfield Bio:
Recently retired after 38 years with Norfolk Southern Corporation, a Virginia based
Class I Rail Transportation Company, encompassing 22,000 miles of main line track
in 22 states in the Eastern United States.
Responsibilities: The Chief Engineer of Maintenance Equipment (CEME) is responsible
for the purchase, design, and reliability of a fleet of highly mechanized rail track
rehabilitation machinery consisting of 3000 major pieces of equipment with a replacement
value of $670 million. The position requires extensive travel throughout the United
States and overseas.
Annual Budget: $105 million consisting of $73 million expense and $32 million capital
Inventory- $15.3 million with 2.8 turns per year.
Facility Infrastructure: Major centralized production facility with 130 highly
skilled technical design and fabrication personnel located in Charlotte, N.C. with
a centralized material distribution center supplying 9 satellite facilities and
36 major mobile track rehabilitation teams in 22 Eastern United States.
Personnel: 480 highly skilled technicians and staff consisting of engineers, designers,
and multidisciplined craftspeople including 320 mobile technicians equipped with
33,000 GVW CDL required vehicle’s Entire group finished with a safety ratio of
0.76 for 200,000 man hours one of the best 2007 safety ratios in the North American
Railway Industry

(AREMA) 21 years serving 9 years on Committee 27 Roadway Equipment as Secretary,
Vice Chairman and Chairman Awarded 3 United States Patents pertaining to Railway
Equipment Lead negotiator representing all North American Railroads in the formulation
and publishing of Federal Railway Administration Regulation 214.5 Roadway Maintenance
Machinery Safety Awarded Bronze Star Medal for meritorious service in the Republic
of South Vietnam 1967-68, U.S Army
Education: AAS degree in Business Management, King’s College Executive Management
Program Fuqua School of Business, Duke University Certified Locomotive Engineer
Community: Elected Board of Directors Four Seasons Homeowners association Coached
youth soccer 10 years obtaining Class “D” license from NASF
Family: Married 42 years with two children and one grandchild
Hobbies: Golf, reading, boating and cooking

Scott Tarcy:
Scott has a degree in Mechanical Engineering from Virginia Tech and an MBA from
ECU. He has worked for manufacturers in consumer products (Tetra) and appliance
products (BSH Home Appliances). He has 4+ patents pending from my time at BSH.
Having many years of experience in various CAD platforms.
